The best metaphor I have heard about penny stocks is this: there is no track record for a start-up company, so one cannot bet on the horses; one must bet on the jockeys. In other words, since the product is not yet producing a lot of revenue, one must have faith in the management that they will make the right moves. The management being the "jockeys" of course.
