It was sufficient to kick the Serbs out of Kosovo, keep Saddam in a 'no fly box' and occasionally cuff him around with cruise missile attacks.

Additionally the assembly lines were kept humming to manufacture the Stealth bombers and Drones that would be used by both Bush and Obama.

It was also sufficient to both fight in Afghanistan and to invade Iraq as well.
