The best time to partner is after Phase 2, according to this Nature article.
"However, common industry perception favors phase 2 as best time to strike a deal (Table 4). Many drugs fail during phase 2, and from the licensor's point of view, it is important to wait until all such failures have been weeded out before sealing a deal. Phase 3 trials are generally too expensive for biotechnology companies to do alone, and so there is often no choice but to license out the product before this stage."
