Had to watch level 2 a little closer to figure what was going on. Looks to me like as soon as there is enough sold at the ask, they hammer the next tick down, and put in buy orders to pick up shares one or two ticks down.
So really it is not new shares being sold causing the decline, but the same group, or individual selling at the ask, then buying more free shares at the lower bid. Same shares being used.
