Yes, $30 mil is for over 2 years. But think about this, realistically, they need that $30 mil right away if they decided to run the trial today instead of raising the money as it goes.
Reason is that you don't want to risk ending the trial prematurely because of money issue. Do remember that when something big like the 2008 Great Recession strikes, they'll run into trouble of getting money because of risk aversion as capital dries up and they will be f**cked big time.
