Welfare and civil rights started 40 years ago. Where is the disconnect ?
Some took the ball and ran with it. Some didn't.
There has been slavery and racism of some degree in North America for 400 years... and it doesn't have a color.
It does appear to have a mind set and home though...that seems to have a seat in the Democratic Party
