If the government investigates, the firms can go through and delete anything they consider " private" before turning over the records. That used to be tampering with evidence, but it now it's perfectly acceptable. Also if any laws or rules were broken the authorities will just announce laws were broken, but no reasonable prosecutor would pursue the case.
