It's because no one knows about it. There's no awareness on the company, once it becomes current and the deal is finilzed the likely move is to PR and that should give it the awareness it needs to move and it will have actual grounds to do so. This is a sit and wait stock till that deal closes and perhaps a little after as well. Continue your patience it will pay off.
