Agree -- criminal charges don't have to be in place for civil action to proceed. I just really like the idea of getting the SEC involved in this because they have subpoena power way beyond what Rosen's lawyers can fight back against, as they would in a civil case. And when people start thinking about CRIMINAL charges, there will be a rush to 'fess up in return for immunity.
