yup...and commit tax fraud by convincing the SEC and Finra to suspend quotation to trap a company in the grey market and wait for an investor to write off their stock for a dollar or so....while the short doesnt pay any tax on gains. You can't show settlement of stock to the IRS that never existed in the first place....forcing the investor to question why did my broker sell me illegal stock electronically? Why didnt they protect the investor from the fraud that takes place with these institutions that should not be allowed to handle certificates and clearing practices without the TA knowing about it?
