IMO they are using shares to pay down debt. The OS is increasing. They just increased the AS in Dec 2015 and there is 4bil OS. That answers that question.

Here is why I don't care about that. IMO a RS is a long way off if at all. 1.5 is being held as an investment. 5bil in the OTC is typical. And the biggest point...if they can clean up the balance sheet using shares then more power to them. Less debt means focus on timely filings means better financing terms with no dilution.

Its a process. They are doing what they can and this is pretty typical for a penny stock.
