Lets look at this in more detail.
There is obviously semantics issue here my friend. A successful SEC filing is a filing that is accepted by the SEC. What HHSE put up last year through EDGAR was withdrawn by HHSE shortly after it was posted.
You are correct that there had to be a library evaluation for what was put up last year on EDGAR. What was put up last year was the 2011 library evaluation. The year 2011 is based on it's public release date.
