I doubt they have filings all ready to go right now so they probably figure they still have plenty of time to ask for the TRO. Maybe they're waiting for the next settlement conference. If they settle they won't need a TRO. If they don't settle and still don't ask for a TRO then it's time to start worrying that they just don't plan on filing at all
