That would be price manipulation if he indeed was doing it intentionally. I honestly think he just does not know. Not sure why if that's the case he would give a date when he has no idea when the filings will be done. He has to know that releasing that information manipulates the pps and then causes it to crash when they don't come out...which is what is happening this week.
