That was an ex-clearing sale, probably through VNDM. It looks to me like the person selling through VNDM at .0019 decided to stop waiting and dump it all into the .0017 bid.
Notice as soon as that sale went through VNDM best offer as ask jumped to .0021.
The way the MMs process the ex-clearing sale they actually buy the stock at the smaller price you see, then sell it at the larger and keep the difference as their fee for handling the transaction. You will see this kind of double sale all the time in these sub-penny stocks.
