No president 'uses' anything for the unemployment rate, idjit.
it's computed independently from the Executive Dept, and it's the exact same formula going back through Dubya.
I get it that you're scared sh*tless that the rate might tick down to 4.9, 4.8, which will be disastrous for GOP narratives. But tough sh*t!
