I don't think that Trump would do that....what I think he is saying is that he would "threaten" such action ...ie...China(45% tariff) because they are not trading fairly. He is correct on the China issue....we "are" having a trade war with them currently....and they are not being fair.

This idea of "fair trade' is a foolish assumption given that some partners will continue to slip around the fairness concept. Free trade eliminates cheating....and destroys Socialism. ...which is the most important issue!
