I do not know what he is using for "family" guidelines. Is it one or eight...or something in between. So let's refer to the FPL:

The FPL for a three member household is set at $20,160 for 2016 at a 100% threshold. It completely ignores cost of living in the united States. If I made $40,000 a year in New York, New York with a three person Household........I would not meet the standard(but still be poor as hell). The comparable salary in Lynchburg, VA is $18,000 which would easily make the 100% threshold.
So by using an unknown family amount(persons in such) and applying FPL etc.....you completely skew the results. This is why data collected for a given sample is so important. Another reason why a Federally mandated minimal wage set @ $15.00 is so absurd. New York applied a minimal state wage set @ $15.00 and the cost of living is higher in that state..........but the cost of living in New York City blows away Rochester. A comparable wage in Rochester would be $27,000 versus $40,000 in new York City.
So the chart/map provided is useless....bottom line.
