From what I've seen in the biotechs I play, as long as the sec asks questions that the co can answer quickly, timeframe stands. If sec asks for a re submission or company has to modify existing documents then the timer starts over. At that point sometimes, but not always, a PR is generated.
If anyone knows better feel free to correct. Usually the uptick I am playing is QB to Nasdaq not pink to QB.
