I use thinkorswim for my L2. I have a few bucks in three accounts, rarely trade anything, and don't pay anything for L2 (i.e., no minimum number of trades in a specified period like with other brokers).
I've seen others say they simply open an account, leave it unfunded, and are still able to access the L2 for free. I don't have any personal experience with this as my accounts are not unfunded. It's best to try it for yourself to see if this is true or not.
