It's not just sub penny stocks the same thing happens with most stocks, especially OTC stocks. One of the reasons I tend to think it's often the market makers is everyone including all brokers must report their short "position" on the twice monthly short report. Except for the market makers. They have to report their DAILY short sales but not their short position twice a month.
