There are a lot of opinions about the daily short numbers since there are several reasons for them to show up as short sales.
IMO the market makers short most OTC stocks for their own gain. As far as them being on the bid they will usually try to force the price down more to enhance their profits before covering. Again this is only my opinion but I have watched the short numbers for years on several stocks and how it works.
