I think the tolerance factor might be confusing people.
Let's clarify the "virtual shares", since that is not a legal term.
I'm reading it as meaning they are factoring this amount for possible future dilution. These "virtual shares" do not appear to be part of the float or actual outstanding shares right at this point.
