IMO... After cooling down last night and really look at this... I have a long shot idea. Maybe the debt is close to being complete and with this the RS was still being thought of, but not as much needed. So, they increase AS and get ready to release a lot of big news and can sell some shares to finish what is needed. Anything is possible with penny stock.
