As I've pointed out repeatedly, because there are more white people, there are more white people receiving SNAP benefits and all other forms of welfare. No one disputes the higher % of Blacks receiving same.
What do YOU actually want to do? And how do you think those Red State white welfare recipients will react electorally if you do whatever it is you want to do. I've yet to see A GOP 'jobs program'. You?
Actually both SNAP benefits and unemployment extensions offer the single biggest 'bang for the buck', for the economy, during a downturn:

As far as government efforts effect on %? Job creation is the one rising tide that lifts all ships. The % on welfare for ALL ethnicities DO decrease during an expansive economy. That's a fact.
