I'm wondering who your broker is. The reason I'm asking is because your broker may not be routing it correctly, if the price is at the ask then it should fill. I had a similar issue with TD, I had a stop placed and the PPS shot thru my stop and never filled. TD told me that they didn't have it routed correctly and they honored my stop loss price. Just a thought
