SS, Medicare and Medicare D all were 'born' needing tweeks and fixes. That what was done with ALL of them.

Almost all major bills passed by congress need 'fixing'. That's the nature of a messy process.

If Romney had won, the only change? the individual mandate would be renamed the 'personal responsibility' mandate.
