You use what ever means necessary .... and that is dictated by the environment associated with such. I for one think that going into Iraq the second time around was one the smartest thing we did....I laugh at all this hindsight bull shit that attempts to say how stupid it was. When jeb got tripped of by Kelly on "would you do it now?".... couldn't believe he allowed to fall for the play and back peddle.
