The more likely scenario is that Hillary proposes lifting the caps on the amounts taxed for SS.
That all of the money over $119K is not taxable. means that everyone under that number pay a larger % toward SS than those above that number.
Exemption amounts on tax forms would likely be raised too.
All of that is consistent with the emphasis by the Dem candidates
on helping the middle class.
