No - on the contrary, it is good because it shows Remuda are committed to buying more of the stock again. Remember that I do not believe they sold on March 18 - or since - and that some / all members possibly have bags from 2014 & 2015 at much higher prices.

The 4.99% is mentioned because - I believe - any individual holding 5.00% or more has to report it by filing.

They probably mention "although the company stock is not currently fully reporting" because whilst they might not have to report holding 5% now they would when it is fully reporting and it will undoubtedly be the long-term aim to be fully reporting.

They mention the 1.5B o/s as the last available figure purely for the purpose of calculating what 4.99% of the o/s is.

If the actual figure is more than 1.5B that actually doesn't matter either in my view as the stock quite happily traded 3.45B in the last month starting March 7, with 12 of the 22 trading days being 100M+ and 5 of those being in the 236M>407M range.
