The ~12 Million reported revenue is relevant and not to be discounted.
An Attorney letter can be filed at any time. For "Annual Reports" if "Audited Financials" are not included then an Attorney Letter is required, but only for the Annual Report.
An Attorney Letter is not required for Quarterly reports.
