Yes...many argue that. The Railroad Retirement Act was the first to suggest social insurance in 1934. It was shot down though ..deemed to be unconstitutional. Creating a Social Contract is far and removed from the ideology of Socialism. Extreme socialism is able to dictate where you live..how you live..how many children you may have.....your pay....your benefits..etc..etc..etc..your life.
