What the entire episode has shown is that a .0001 for several months ticker - with a CEO known to have abandoned it - can be taken by a third party from .0001>.0017 - with about 2.4 Billion traded in just over 2 weeks - without even any front loading - giving ample opportunity for anyone who was in it before to average down and get out if they wanted to and / or to make large profits.

So I come back to - anything is possible at any time in the OTC.

It isn't the first ticker to come back from .0001 - or even no bid - and it won't be the last.

Remuda's new play today is another example - .0001 on the ask when they alerted it - but that one had been massively preloaded - potentially by 560M in the previous 9 days alone which is why I avoided it as I had enough other good stuff going on elsewhere to concentrate on.
