Sure it was. Even if the other two applicants didn't have 'prior civil service and veteran preference points'....you don't state one way or the other....they could still have been better qualified than you.
That you don't even allow for that possibility explains much of what you post here, laden as it is with grievance nurturing, resentments and conspiracy theories.
