Seems to me it's Hamburg and Munich exchanges where the naked shorting takes place (they list American stocks and refuse to de-list them when the companies ask to be de-listed so they can't be naked shorted). I wonder if they are included in this merger -- if it's ALL German exchanges or just some of them.
