No, it is not incorrect. the Federal tax system is both progressive, higher rates on higher incomes, and it is redistributive.
That's how Defense contracts are dispersed throughout States and it also how FEMA relief, SNAP benefits and Medicaid get to where they're needed.
I know full well which are/were the coal States and what has happened to that industry.
Those States were also 'distressed'/dependent when they were bigger producers of coal.
