IMO, transaction is a term GC uses to mean actions, DD actions leading up to a a more formal wording. But if you track back to January 19th PR, it began right there with JP responsible for this "transaction" that resulted in two small air-cooled engines being shipped from China.
The current PR is saying this has been checked out in various aspects. These engines are "less complicated" "millions of 'em,, etc, (and "feasible" + profitable ).
