You posted the link to the legal short interest. That short interest is good for the stock and is perfectly legal with shares being borrowed to short by retail. The abusive naked short however is criminal with shares being sold that are not borrowed and is done on a wholesale basis by hedge funds, offshore entities, investment banks, etc..
