Just for those who missed my questions and learning earlier.
"Painting the Tape" is, in-fact, illegal but a walk-up or walk-down (also called a "paint job" if its done at the end of the day) is just normal business and is not illegal in any way shape or form. If it were then just about everything day traders do would be illegal since they rely on walk-ups and walk-downs.
This note is for you waterchaser. Know the difference in terminology (at least I have an excuse, I'm a investing noob.)
I'm Bulleatsbear, that was my paint at 15:59:58, and I did it without the benefit of L2 and had to time a network delay.
You only wish you were as good as me! Feel free to contact FINRA and the SEC at your convenience, I'll be happy to talk to them.
