The goal is for good skilled players to get an advantage. Who would the advantage be over? It's over the house. This stems from his (failed) quest to gain an advantage over the house in craps. Thousands of dollars, hundreds and hundreds of house of play, kicked out of casinos and couldn't make it happen. So he invented a game that it could happen.
