Very good question very well stated, LT. Unfortunately, I believe the FAA, like so many other agencies of the federal government will try to cover their backsides with whatever lies they believe they can support. For an example of this method of agency operation one only needs to look at the way the goverment is handling FNMA. Lies and perjury abound in their response to lawsuits. All of which are comming out as time goes on. This may well be what winds up happening with BLTA. Hopefully its expose by the "XXX" network will bring a public outcry that will be acted on by Congress.
