...notice the choice of words? HF knew that the GOP calls itself the 'Party of personal responsibility'. So that's how they dealt with the need to increase health insurance enrollees and pay for reforms, and what to call it.
A Republican president could have introduced Romneycare as the 'Personal Responsibility Health Care Reform Act'. Bingo!
Easily enough GOP Senators voting along with all Dems, no fuss no muss.
