Either it is more difficult to recruit qualified sites OR the existing sites have been doing exemplary work recruiting qualified study subjects. Possibly a bit of both.
It is definitely easier when you have fewer sites, as you have fewer staff to train, can supervise them more closely and less likelihood of an oddball staffer screwing up the protocol.
