Um...that is a rewrite you fool with no fact basis study. It is a past CEO of Hyundai. Get a grip.....did you read the report by three economists?...seriously? You spent all that time attempting to find something in order to disagree and that is all you could find?????
Did you even bother to read past the headline???????!!!!!
In short, cash for clunkers moved the metal and cleaned up the fleet a bit -- but at a high cost. If it were up to Brookings, 2009 would be the last time such a policy is taken up.
Said the report's authors: "In the event of a future economic recession, we would not recommend repeating the CARS program."
.......it was a failure!!!!
