The idiot RE rules of engagement was the one who committed 150K troops to an unnecessary war.
The guy who learned a lesson from that dispatched a SEAL team to
get the guy who hit us on GWB's watch.
His massive use of Drones and Special Ops is the smart move, the smart rules of engagement.
