All true, on name changes or mergers the DTC requirement is for all shared to be reconciled/account for. All naked shorts must be reconciled in order for new the new company to start clean.
TALK share price will spike because of this.

Another company I am in on PYC* is a going through a name change with A/S of 26 billion shares and supposedly naked shorted over 200 billion. This is going to be fun just to watch the reconciliation of shares.
