There is nothing 'past tense' about the effectiveness of M.A.D, and the effectiveness of a 'rogue nation' Nuke shot is greatly diminished with a ballistic missile defense. Not to mention that as soon as lift off and trajectory are tracked, the 'signature' with a home address, a response is on the way.
'Bubbling' 7 year Obama foreign policy? As contrasted with the cauldron of steaming sh*t Dubya spilled all over us, lives lost and $trillion wasted?

I didn't say that economic difficulties by themselves were a deterrent. I suggested that together with an adversary's military deterrent a faltering economy is a constraint.
