The FAA doesn't get the final decision.
Typically the hearing officer is an ALJ. If, after the ALJ's decision either party is not satisfied, and all administrative options have been exhausted, the case could be brought to federal court.
By no means is this hearing the last step for Baltia, if it doesn't go well. But I think everything will be resolved with the ALJ.
