Or better yet a complete pass on #3 based on some questionable practices by a select individual. Or a pass on #7 on the clear fact that the slide twisting was completely out of Baltia's hands. Nevertheless Baltia can make their case to people that are not simple beaurocrats. If I am reading things correctly. If there was a flat out no with no negotiation, I don't think this hearing would happen.
