Why? would China put up 20M "if" QMC did'nt have the goods. I'm sure GTG did see their abilities and reactor in Texas. They blindly did not make this decision without extensive research and 100% assurance that every detail is up to snuff. It looks like China wants to lead in this area. Very nice!!
